About Paul Rosenberg

Paul (Pavel) Rosenberg serves as Senior Partner of Rosenberg Law, continuing the legacy established by his father, Leon Rosenberg, who founded the firm in 1975. As second-generation leadership of the practice, Paul bridges the founding vision with contemporary legal service, having built and refined the firm’s expertise across more than four decades of distinguished practice.

Paul moved to Israel in 1973 and served in the IDF during the Yom Kippur War. He pursued legal studies at Tel Aviv University and also studied at the Hebrew University of Jerusalem, two of Israel’s most prestigious academic institutions. He completed his legal internship at the court, gaining direct insight into judicial processes that continues to inform his advocacy today.

Throughout his career, Paul has acted for a diverse portfolio of international clients, including individuals, families, and corporate entities based in the United Kingdom, United States, Europe, and elsewhere. This international focus has been a hallmark of the firm since its founding.

Paul Rosenberg’s extensive experience and commitment to client service make him a trusted adviser for individuals and families navigating complex legal challenges. He understands the particular needs of clients based outside Israel who must manage Israeli legal matters remotely.

His son, Eli Rosenberg, now serves as Managing Partner, representing the third generation of the Rosenberg family to lead the practice.

Paul Rosenberg built upon this foundation, expanding the firm’s practice areas and developing expertise in increasingly complex matters. His decades of experience before Israeli courts—including the Family Court, District Court, and civil tribunals—established the firm’s reputation for effective advocacy in contested proceedings.

The third generation arrived when Eli Rosenberg joined the practice, subsequently qualifying as both an Israeli Advocate and a Solicitor of England and Wales. This dual qualification, combined with the accumulated expertise of the preceding generations, positions Rosenberg Law uniquely to serve international clients with cross-border Israeli legal matters.

    Areas of Practice

Throughout his career, Paul Rosenberg has developed comprehensive expertise across multiple practice areas. His experience spans family law, probate and estate administration, estate litigation, property law, civil litigation, and capacity planning. This breadth of practice reflects decades of serving clients with diverse legal needs.

    Israeli Lasting Powers of Attorney

Paul Rosenberg holds special authorisation from the Israeli Public Guardian and Administrator General to draft and register Lasting Powers of Attorney under Israeli law. This authorisation, granted following completion of specialised training mandated by the Ministry of Justice, is not available to every lawyer.

Under Amendment 18 to the Legal Capacity and Guardianship Law, 5722-1962, only lawyers who have completed this specific training may prepare and deposit Lasting Powers of Attorney. Documents prepared by unauthorised practitioners are void and provide no protection to the donor or their family.

Family Law – Paul has represented clients in complex divorce proceedings, child custody disputes, and matrimonial property matters before Israeli Family Courts and Rabbinical Courts. His experience encompasses both Israeli and international family law matters, including cases with cross-border dimensions. Paul has advised on sensitive family matters requiring both legal precision and personal discretion, including arrangements for elderly parents with assets across multiple countries and disputes involving blended families with competing interests.

Probate and Estate Administration – Paul has handled hundreds of probate applications and estate administrations over his career. His familiarity with the Registrar for Inheritance Matters and the Family Court enables efficient processing of applications and effective resolution of complications when they arise.

Estate Litigation – When disputes arise over wills, inheritance rights, or estate administration, Paul brings decades of courtroom experience to contested proceedings. He has represented both claimants challenging wills and beneficiaries defending their entitlements.

Property Law – Paul has completed numerous property transactions throughout his career, from residential conveyancing to complex commercial matters. His deep knowledge of Israeli property law and Land Registry procedures serves clients acquiring, selling, or managing Israeli real estate. Paul has completed hundreds of successful property transactions, from premium residential properties in Herzliya Pituach to new builds in Tel Aviv. Paul’s involvement in these transactions spans the full range of complexity, including matters involving deceased owners, title disputes, and cross-border elements.

    Israeli Notary Public

Paul Rosenberg is licensed as an Israeli Notary Public by the Israeli Ministry of Justice. This depth of notarial experience across three generations is exceptional.

    Notarial Services Include:

    • Authentication of signatures on powers of attorney, declarations, and other legal documents
    • Certification of copies of documents for use in legal proceedings and official applications
    • Certification of translations from various languages
    • Assistance with apostilles and legalisation of documents under the Hague Convention
    • The approval of a notary under Israeli law constitutes sufficient evidence in legal proceedings without the need for further proof, as provided under Section 19 of the Israeli Notaries Law.
